Serbia’s EXPO 2027 in Surčin faces scrutiny over missing wastewater treatment capacity

The state-backed EXPO 2027 project in Surčin has come under renewed public compliance scrutiny after officials said the site will proceed without a dedicated wastewater treatment facility. Nikola Jovanović, director of the Center for Local Self-Government, said the exchange of information with project leadership is essential for a development valued at several billion euros. The concern centers on how sewage generated by pavilions, a stadium, and planned residential and business units will be handled once construction is complete.

Public inquiries highlight a gap in sewage infrastructure

Jovanović said EXPO 2027 confirmed the Center’s earlier concerns that the Surčin location will rely only on primary sewage infrastructure. According to the statement, the system would connect to the city network rather than include on-site wastewater treatment. He further stated that wastewater would be discharged into rivers flowing through Belgrade.

This configuration shifts environmental risk from treatment performance to downstream receiving waters, making operational oversight and reporting particularly important for utilities and infrastructure operators. In practice, it also raises questions about whether the project’s environmental management plan adequately addresses water protection requirements during both construction and operation.

Budget allocation questioned amid water-source risk concerns

Jovanović described the absence of wastewater treatment as a major oversight, arguing that no treatment capacity was planned despite the multi-billion-euro budget. He said this omission could pose risks to water sources in the Surčin area. Publicly, he asked who is responsible for excluding wastewater treatment from a stated €2.5 billion budget.

He added that wastewater treatment would have required at most 0.5 percent of the total budget, framing the issue as a compliance-relevant engineering decision rather than a marginal cost item. For regulators and contractors, such claims typically translate into heightened expectations for documentation on design assumptions, environmental impact assessments, and permitting conditions tied to water quality protection.
